Labour jailing the rioters has a dark aspect to it because almost all of them will either be ex-Labour voters or have come from ex-Labour voting families, who have turned to Reform because they feel betrayed by Labour's love of foreign communities. In practice, what this means is that Labour is currently perscuting its disloyal base for being unhappy with Labour's policy of mass migration. You can tell that there is a feeling of ownership that Starmer's Labour feels towards these people. When he came out and gave statements during the riots, it was obvious that he was furious that the English working class would dare turn on their masters in this way. It was evident that there was an undertone of "we are the Labour party, and you do as we say" when Starmer was addressing the rioters.
