Reform had the best policy, which was to raise the basic level of tax relief to £20k, which would make it more cost effective for people to actually work rather than it losing them money due to the drop in benefits they'd get. The current system is a patchwork of initiatives cobbled together with add ons over the years, making it cumbersome and admin heavy. Strip away some of the complexity and it frees up resources as well as incentivising work.
