They should get Ulez in India. During lockdown, the difference in air quality was incredible. Imagine finally being able to see the beauty of the Himalayas, for the first time in decades. Young people in those towns probably didn't know what it looked like.

India is actually quite a big outlier for recorded temperatures as they're not seeing anything like the same rate of increase, and they attribute that to the protection they are afforded by the emissions, which suggests that some of the other changes in temperature elsewhere will have cleaner air as a contributory factor, which is one more example of secondary consequences.

Cars aren't the main problem in India, so his suggestion would have no meaningful effect anyway. If they did find a way to resolve the air quality issues, they'd then need to start on addressing the consequences, one of which would be an increase in temperatures, so the measures would be a significant cause of climate change.
