To many refs with too much power in the North West region no other region has the same amount of refs or even come close to have the same amount

It's not about clear and obvious when they are dealing with is it inside the box. It's either inside the box or it isn't. In the same way offside isn't about clear and obvious. In the same way goal line technology operates. It's either a goal or it isn't. Why do people get so confused about this?
