I don't think Simeone would be offered the job tbf ... but don't underestimate the pulling power / attractiveness of the post ... Man United are arguably the biggest club 'brand' in the world and there will be a host of top names more than willing to take what they will see as one season out of the CL to become the manager there (particularly if the rumour of a £200 million war chest is part of the deal) ...
 
The argument would be though, without Champion league football, they will haveto bend over backwards for players/agents/clubs inflated prices, so will £200m be enough.

So have I <laugh> ... just my opinion but this whole Champions League thing is something of a red herring ... footballers these days are mercenaries ... and that's not just for the money but also for the brand kudos ... the Glazers would be mad to let what IMHO is the biggest football club brand in the world become tarnished ... so I expect to see a stellar managerial appointment and significant transfer activity over the summer ...
