The thing with docking points (as much as I think they deserve it), who makes that decision in the Premier League? It can't be consensus by the other 14 clubs because points deductions will directly benefit some of them, so it's a conflict of interest.

The PL couldn’t do that imo, for exactly that reason. Any collective sanction would have to come from UEFA.
