Not that I can see or recall, as far as I can see Putin and to a lesser extent Iran, are blaming the Rebels for the chemical attack (s), all of the attacks. They will not acknowledge that anyone else - least of all the Syrian regime, are in any way potentially culpable. They have made up their minds to do nothing but make threats against anyone who attacks Syria. They are unwilling to negotiate for some reason and the only reason seems to be that they still see the US as the great Satan, much the same as Ghaddaffi, Saddam did and North Korea, Iran and to a lesser extent Russia still do.
