Cue an incandescent Mrs B having to explain to 'Her Majesty's Gutter Press' that it wasn't the police's fault and explain to parents of kids at the school what 'safeguarding' did and didn't mean under current English Law and how to protect them from head teachers and judges. When I was about 5 or 6 I went to a McDonalds with my Gran, she'd never been to one before so we did exactly this and sat there for about 20 minutes waiting for a waiter. We were lucky we didn't starve!
That's terrible. It's incredible some of the awful things that should be illegal but somehow aren't and even worse that some ring piece blocks it becoming law.

This seems bizarre. Photographing pre-pubescent girls up their skirts to show their underwear would be indecent by any standards . When would it ever be considered otherwise? "Upskirting" itself isn't always an offence (although it could be voyeurism). Possessing indecent images of children definitely is.
A judge at a court in South London disagrees that they are indecent...because of the clothing.....It's completely mental but I promise you that it's absolutely true and happened last year. The school are still trying to dismiss him. He remains on paid gardening leave.
