There's plenty of reason to, as well - he knew the ground didn't have a safety certificate, he knew there had been a near miss (and was informed of this, dismissing the fears), yet at no point was the ground brought up to standard. Of course, he's long dead (he died in 1995), and the guy who replaced him - and spent a decade refusing to put a memorial at the ground - is the current Premier League chairman and a member of the FA board, so he'll be bulletproof as well.
