They don't play tonight. Their equivalent game is after England play them (and is v Switzerland). So you are right they would still have to beat Switzerland, but England v Montenegro will be a "live" game whatever England achieve against Wales. If we win tonight, Montenegro will qualify by beating England and Switzerland. If we lose tonight then we will be 3 points up having played a game more. So a score draw in Montenegro means we qualify (on head to head) and a 0-0 in Montenegro means it goes to GD and we are far superior there. THerefore Montenegro need to win regardless of the result v Wales.
