I for one hate no refuelling. it's killed strategy. there's no such thing as light cars driving hard trying to out do heavier cars stopping less. they are really waddlers at the outset of races. however the issue now is the cars have to last forever, the fuel has to be saved and tyre management is more important than racing. the sad truth is if Drs was removed in the morning the number of passes would drop dramatically.
I also think the technology has come on a bit which could make it safer. I do remember the ocassional flare up in the garage and nobody wants that. I believe it could be made safer than it was. No one wants the issues they had before but might mix the field up a tad. A lighter faster car in echange for an early stop, or the reverse. Just want the driver to have some stratecic options. Guess it won't happen.
