Ah yes he is, but with a history of sticking with his Club for 8 years now, having won pretty much all there is to win. If you are still going on about "buying" success, then you are misguided, and if you are trying to compare Abramovich with the owner of Monaco ,you are off course. I'm no fan of Romans' methods, but I see him as a true lover of all things football. Abramovich has more than earned the right to be seen as a genuine committed owner, the new man at Monaco seems like he's just out for some Tax free fun and games. Good luck to him, but seems silly to me.
If Corporations can collude with governments to not pay it I wouldn't begrudge a footballer who has actually had to work hard to get where he is.
