I think what that means is he can stay on loan. He will most certainly not agree to a permanent move in the chump. PL clubs will be looking at him though. Prediction:- he will not be with us next season.
I doubt if any PL clubs will be looking at him. He's all style and no substance, and nowhere near as good as he believes he is. I hope your prediction is right.
Kabak and Normann purchase clauses are dependent on staying up, we're not obligated to buy either if we're relegated - and likely can't afford to either at the agreed prices. Both players/clubs are in an interesting situation. Both have 2 years left on their contracts this summer, so their clubs may well look to cash in - particularly as you can imagine Russian sides having cashflow issues and Schalke may not be promoted this season, deepening the financial issues that caused them to have to seek a loan for Kabak. But if both are on the move, where do they go? Neither have done enough this season to be an obvious pickup for a Premier League team. I'd take Normann I think, either on loan-to-buy again or for £5-6m, but not with the intention of him being a DM. Depends if his heart is in it.
A major problem with Normann is that nobody can send money to Russia so how can a permanent deal or a paid loan deal be organised? As I said earlier I suspect that the new ruling means that he can stay here on loan without payment to the Russian Club. As a general point - how many of our players are out of contract in the summer and how many players are coming back from loans at the end of the season? I'm sure Rick knows.
Transfer fees are often paid in installments, can you agree a transfer where 100% of the fee is paid in 2 years time? Not sure how that works. Pukki, Cantwell and Rupp are out of contract this summer, but 1 year extensions will be triggered for the first two at least. Of the rest of the loanees: Drmic is out of contract this summer Sinani has a fee agreed, given his performances for Huddersfield they'll likely pay that and we won't see him back. Not sure we can prevent it. Bushiri is out of contract and I believe Hibs have a preliminary agreement with him. Famewo has an option in his deal to join Charlton permanently, out of our hands whether he does but you'd assume they'd pay for him if they can. Soto has an agreement made as well I believe, can't remember details. Hernandez, Hugill, Mumba, McCallum, Adshead, Martin will rejoin the squad this summer.
That makes sense, though perversely I think I would actually prefer us to keep Kabak. I think he could turn into a really classy defender, still really young. Yes, he had a horror moment in him per match, but I think that was more a combination of how our team’s confidence sat and his own inexperience. If both he and Hanley had stayed fit the whole season, hand on heart I think we might have been very close to survival. So I think he could prove huge value in time, but I just don’t think it’s to be given financial constraints sadly. Normann I agree could be a great player, but as others have mentioned he just is not a true DM and so he is not what we need - a luxury player when relegated… I almost see him more as an upgrade on McClean. We would need to buy a new DM either way.

From what Cantwell has said, there were overseas options available to him in January, presumably there'll still be interest come the summer, albeit probably at a lower price. He'll still have some value. It's a shame that Webber's "any offer for him will need to start with a 3" last summer, is probably the same this summer - but we'd take £3m. Or ideally, his spell at Bournemouth has shown him that he doesn't have a divine right to play, and he'll get his head down here and work. I suspect it's more likely that in 5 years time we're seeing headlines like "From goals against Man City for his boyhood club, to the second tier in Israel...where did it all go wrong for Todd Cantwell?"
I don't know about Israel, but Cantwell made a considerable impression on loan in the Netherlands. It wouldn't surprise me if that's where the "overseas" interest comment refers to.
