I was referring to the coast. Many ports are miles away from the sea. Or the coast.
Didn't see your missing word "coast" in earlier posts. Most major ports in the world are on rivers or estuaries, just off the coast, geographically can be included as part of the coastal environment . Thanks for enlightening me.<laugh>
 
Inland cities may have installed time balls because of the railway timetables adopting GMT as a standard in the 1840's ish. (Speculation, maybe, makes sense sort of, one day I will google it)

Yes, crowds used to gather to watch the seagulls following the trawlers jnto the port of Norwich. Others watched the cargo ships unloading cargo from all around the world. Before it became defunct of course.
It's not an operative port, but it was, and is still legally viewed as such.
