I can see why they kept that plan top secret. Unless there's a scientific reason why proportionately more psychopaths are likely to survive a nuclear attack than, say, the police or army (accepting there'll be a range of the psychopath spectrum within those organisations) then it seems utterly baffling. Even if the survival rate is higher, it might have been more worthwhile setting up large bunkers wherever these adept psychos would retreat to.
