You're right, that's how the system works. You don't really get teams deliberately losing dead rubbers at the end of the season, mainly because your position only alters the order of your pick in the draft and if you're bad you'll still be going before the majority of teams. The chance of an opposing team wanting the same player is slim, even then deals are worked out before hand to make sure you can have the player you want, like trading draft picks or agreeing transfers. I suppose it would be different if it was a simple as the lower you finish the more money you get.
