Nah, the Council should keep their powder dry. From what I read the Council took the powers to protect the wider redevelopment plan. I would therefore guess that the best offer the house owners are going to get would come from an agreement with the club. If they don't then its likely that the price would drop because it would be considered in respect of the Council's plan - which supposedly has been developed for the benefit of the community.
