I still think this is more complicated. If you read the comedian's comments, it seems that this salute was used in the French Anti-racism movement, probably little known outside the French speaking world. It may since have been hijacked for use by the neo-Nazis, or not, but the comedian seems to be engaged in a struggle with them to retain ownership. I just feel that the whole thing is a little obscure. If you want to hand down a ban/fine for "political or commercial" advertising, which I think is in the rules, similar to B52 revealing his underwear then that's fair, but trying to suggest some racism/nazi charge just seems too much of a stretch to me.
This is not dissimilar to Spurs fans using the word 'Yid'. In that its original connotations are a derogatory or unsavoury one, but in a modern context it is being 'reclaimed' in an attempt to nullify those connotations.
It's not a comedic send-up though. The guy may be a "comedian", but his many public statements and political campaigns (including multiple attempts to get into political office) make his anti-semite stance clear. He's against memorial of the Holocaust. His political allies are Holocaust deniers and National Front members. The guy isn't a comedian ... he's actually anti-Jewish. Just because they've modified the salute to something slightly different doesn't lessen the controversy of it. It's just a way for them to do the salute in public without being arrested for it.

I remember how media went mental when prince harry wear that nazi armband in a custom party poor french comedian Dieudonné is never an antisemitic person, I remember well first time all this drama started, it was in a TV show in france, the guy criticized the zionist movement which is nothing different than ideology of a-Qida and others extremest parties, he said what is happening to Palestinian people over the past 60 years is not that big difference from what Hitler is did to the Jewish, and he did a sketch for sharon making a Nazi salut. the media went mental more as it is dominated by many Jewish community members who started campaign to ban the comedian from any show or any movie. things went worst when the poor comedian shows were canceled as every theater received a bomb threat warning if they didn't canceled his one man shows I feel for Dieudonné, I think he paid big price for criticizing politician politics in Israel , he in no way insulted the Jewish community .. is like considering criticizing Al-Qaida an insult to the Muslims .. that is ridiculous... and I support Anelka 100% .. he was simply supporting Dieudonné who people are suing him trying to stop him from working as a comedian

To be fair, if you look into the guy and the things he's done and said outside of comedy, then it's hard to see him as anything than an anti-semite. He's insulted the Jewish community many times.
