An ellipsis is 3 dots. It went from 3 dots to 4, the second one therefore was not an ellipsis. Plus, he doesn't have to put it after nearly every sentence, the same applies to Fosse Filberto!

It is an ellipsis... The '3' dots is just the most common way of going about it. Also, you don't have to put an exclamation mark after everything you write.
