You would think so wouldn’t you. …but I don’t believe they’ve ever been used since the test, including the recent floods and the major incident declared for snow weeks ago.
I believe it is live, but can only be used when there's an imminent threat to life, so terrorist attacks, wildfires or severe flooding.
