They had him on loan, but the terms of the loan agreement stated that Leeds were obliged to sign him permanently if they got promoted to the Premier League (for £17.4m). Leeds refused to sign him permanently, trying to get out of it on a technicality, but lost the case and have been ordered to pay (£18.4m). I'm not sure about the other £15.5m to Leipzig, it seems rather unlikely that they paid a loan fee that big, they'd have just signed him permanently in the first place.

If you read the article it states that they were told by FIFA to pay the full amount of the loan but settled after discussions with Leipzig for £15.5 . Nothing not to be sure about. The whole thing is hilarious. Leeds thought they could wriggle out of it and have come a cropper.
