What I find bizarre in all of these articles is that they all neglect to mention that the 4th official can have an impact. Even MOTD didn't highlight him in any way. If the 4th official saw it and communicated with the ref, the time that would have taken would easily have been enough for the ball to be played out and the foul by the Norwich player have happened. Then all the squabbling breaks out, and only when he's calmed all of that down can he have a proper conversation with the other officials, and come to the conclusion he did. Still, I guess we'll have to wait for the outcome of the appeal now, then we might here more from the officials.
