I'm not sure if he's a mag wum, I think he might just be a busted old lunatic who's had a bad turn from smoking meth and now he's just in some secure unit 24/7 on handfulls of meds every day just to keep him from eating his own arms. He gets to use the internet for 3 minutes during recreation time.
