I'm pretty sure it's Clocks, it's still a very famous song.
The key reason is that there's a large number of clocks, whereas for Time After Time it would only really work with 2 clocks.
If I say 'person after person', it doesn't mean only two. Same with time.
I think both songs work here because one represents the objects and the other something more elusive.
