I would say that you're partially right, Leo. It needs the owners/board to back the man they have appointed to manage, as you say the managers to use that talent at their disposal, and the attitude of the players must also be right. Would we have had any of that success if one of our more recent owners had been in charge instead of SEJ?
Although it shouldn't be forgotten the impact GT had off the field - he was the one who had the idea of the family areas (growing up I used to enjoy the Xmas parties for the children in the Family Enclosure), the one who said that we shouldn't have fences in front of the terracing when we reached the top flight, the one who said that there wouldn't be dugouts until there was a roof on the Vic Road end.
