I think It's initially computer generated then someone has to play about with it to ensure no potential crowd issues with 2 teams close to each other and they try to put localish games together near xmas(although not always possible obviously) vaguely remember seeing programme on tv about this once.

now you mention it, think I remember that prog. thanks for clearing that up, it does seem a sensible way to do the fixtures.
