so the 2 teams that claim they are struggling (Mclaren and Mercedes) have been setting the pace this week? Are they bluffing or anti-sandbagging?

I don't agree. Lewis isn't one to play mind games and since moving to Mercedes he's been a lot more open about everything, which is why I think he's telling the truth. What he says makes a lot of sense: Lotus matched Red Bull on the race simulation. No way could Mercedes do that.
