That's their choice. Either they can't afford it or it's not made easy enough to do. Plenty will still do it. When I got off the plane at Stansted I was greeted with a stand with two people selling tickets for the train to Liverpool Street. I didn't need to find out where the ticket office was or get in a queue with lots of other people.
