Surely it works like this: Levy sets a transfer budget; Poch and the scouting staff identify the players they want and how much they value them and then negotiations start.
That's the worry, are we now entering an era in which £30m is now the new £10m? It's scary, truly scary.

That requires foresight and I'm pretty sure most folks of Jewish origin have that removed at an early age!So as CK says, sissoko's fee was known for ages. If we wanted him that badly, why not pay the £30m and get him in for preseason?
