Well it would massively depend on the extent, which is why I say we need to understand the context before assuming. From the leaked information, I would lean heavily to not bullying.I'd say there's a good chance pressuring junior staff into breaking the EFL's rules when they've said they don't want to would be considered bullying.
Salt/ Taylor saying once 'I don't feel comfortable' one time but doing it anyway wouldn't really count as pressuring.
But knowing that the use of language so far is using the lowest possible bar of definitions, it will likely be referred to the Hague for breaking the Geneva Convention.
