The question is do the independent panel set the punishment or just recommend
what they think it should be to the EFL who then decide ?
Look at the Swindon EFL Trophy adjudication. The EFL recommends punishment. In that case, the panel accepted what the EFL recommended. If either side (EFL or Soton) don't like the result, either side can appeal. What I'm not sure of is, when there is a game about to happen, does the appeal necessarily delay the game?

Independent Disciplinary Commissions appointed under EFL Regulations have the explicit power to define and impose penalties when they find a member club guilty of misconduct.

The English Football League (EFL) operates on a separation of powers: the league itself investigates and brings charges, but it hands the case over to an independent panel to act as the judge and jury.

Available Penalties
Under EFL regulations, independent commissions are granted broad, flexible discretion to enforce a wide range of sanctions depending on the severity of the breach:

  • Sporting Sanctions: This includes deducting points from a club immediately or handing down suspended points deductions. In extreme cases, they have the authority to expel a club from a specific tournament or from the league completely.
  • Financial Penalties: Panels can issue uncapped fines or order clubs to forfeit prize money.
  • Operational Directives: The panel can order clubs to fix structural issues, such as demanding they rewrite and restate their financial accounts to meet league regulations.
  • Reprimands and Censures: For minor or first-time technical offenses, they can issue formal warnings regarding future conduct.

Why an Independent Panel Defines the Penalty
  1. Impartiality: Using external legal and football experts ensures that punishments are objective and free from political bias or conflicts of interest within the EFL executive board.
  2. Case-by-Case Discretion: Unlike automatic triggers (such as entering administration, which carries an automatic 12-point deduction), complex rule breaks—like breaching spending limits or sporting integrity guidelines—require the panel to weigh aggravating and mitigating factors before choosing a tailored penalty.

Both the EFL and the accused club retain the right to appeal the specific penalty defined by the commission to an independent League Arbitration Panel.

If you are following a specific case, please share which club or type of rule breach (e.g., spending limits, unfulfilled fixtures, or sporting integrity issues) you are looking into. I can provide the exact precedent or regulations that apply.
"Both the EFL and the accused club retain the right to appeal the specific penalty defined by the commission to an independent League Arbitration Panel".?????!!! So who or what is this particular panel composed of ?

A chairperson who is a lawyer or barrister (presumably well-versed in this sort of thing) another legal specialist, who is a member of the institute or arbitrators, and a sports expert. Says Google AI but it's often wrong. ** Edit ah I see you mean the appeal panel. Not sure. My info was for the original panel. **Further edit. The make-up, ie their respective expertise, stays the same, but they would all be different people on the appeal panel.

Judging by the length of time they're taking,it looks like it's composed entirely of prawn sandwich buffet munchers, dragging this out to our detriment.

****ing ridiculous amount of time to keep City fans in total paralysis, unable to plan any further than they already have.

My feeling, based on not much, is that if they were going to change the date they would announce it today. You would think that the longer this drags on, the less remit they have to change something as important as the actual date. Anyway, the fan groups are prepared should there be a change in date. We'll do what we can, however futile it might (and very likely will) be.

Also, a quick word for those of you considering parking and travelling from some of the more far-flung tube stations: as a London-dweller for the past 20-odd years, I would strongly advise that you have a back-up plan. For some of the zone five and six stations you are reliant on that line and that line alone, and one failed signal can scupper your plans. I'd say at the very least have Uber downloaded on your phones, just in case.

15-20 mins walk so close enough. Also it's much the best option after the match as the queues at Wembley Park are insane.

Yes they are, and I cannot drive this point home enough. If you are in any sort of rush to get anywhere after the game and using Wembley Park to travel either north or southbound YOU WILL HAVE TO LEAVE EARLY.

They completely block off the station under the bridge at the bottom of the steps and only let so many people through at once regardless of your protests that you’re going northbound not south, if you’re near the back of the crowd up Olympic Way it can take 90 odd minutes to get onto a tube. It’s then another half hour to get to Kings Cross.

Something to bear in mind if your train from central London is close to end of the game.

Would any of those lines take you anywhere near Victoria coach station after the match or is it best to go back to Kings Cross and work it out from there?

Yeah Jubilee line straight down to Westminster. You can either walk to Victoria or change over from there. I can’t recall if Westminster is one of the big underground stations with 100 million steps or not. It’s only one stop away anyway so I’d probably just walk it.

Edit: just plumbed it into Google and the coach station is at the opposite side of Victoria station, just over a mile walk from Westminster.

I've booked parking for the day for 12 quid, on someone's drive through Just Park. I had searched for Stanmore but after looking into it, it's actually closer to Canons Park tube station. Which is a stop closer to Wembley than Stanmore.
I got the same in Stanmore for £20 but a lot wanted £30-£50
