I believe if dropped to 1 window we still can’t agree to a fee in Jan, but he could do a deal with westerlo for a no fee loan however he seems to get them done.

We wouldn't be able to agree to any fee, deferred or otherwise. And we're sailing close to FFP too, regardless of any EFL sanction.
Every signing is a gamble in that you don't know what's going to happen. Look at Millar last season for example. But there has to be some aspiration and statement of intent now and again. We were criticised last summer for chasing players and not landing them. We've pushed the boat out a little more this time to make sure that doesn't happen. It's seemingly worked.
I think it's more the concern around the huge wages and shifting them if he is a bust. Everyone seems to be equating a 5m fee + 25k a week to 45k a week for a player but it's really not that simple.
