It’s called the Owners and Directors Test, so yes, they have to approve anyone registered as a director (I’d be surprised if the fellas he’s bringing in to run the club are all being made directors).

Here is a link to the EFL new owners and directors "test"/EFL approval. It does appear (in my non legal opinion) there are a number of actions that have to take place within 14 days of any takeover/change of ownership.
