Today I got told from a really good source in the Club that Slutskey asked for and got a transfer budget of 45-50 million and got it. Whether this is true or not I don't know and nothing was said about outgoing players fees was included.

I have never understood this budget thing in footballThe idea that you get a pot of money has spawned from football video games. The board have wage budgets, but most of the time players are bought on an individual basis rather than saying "you have £50m and once that's gone it's gone."
As OLM said, the £50m budget would probably be to cover wages and fees paid, to players, agents and clubs.
