Been reading comments in the Graun and two points made (that I can't be arsed to verify) are:

1. SNP Manifesto -
2. Sturgeon's repeated pledges before the 2016 Holyrood election that she would not demand a second referendum without clear public support

So presumably what's stopping this second referendum is that "clear public support" has not been established. I suggest holding a referendum with the question "Should Scotland hold another referendum on Independence?".
