It is the real deal. The photo on the source quoted above matches with the kit photo at the Spurs shop- http://shop.tottenhamhotspur.com/category/mens-home-kit?TRE00034. They seem to have put it up on the store, but not on the main site yet.

South Africa is a prime example of polarisation towards football and rugby. Coming back to France though, I think their national team's performance isn't helping them too much either.

Newcastle have Puma, so do Cardiff, Preston and Burnley in the Championship. Here are some Puma kits for 11/12 I found listed ( not sure if its an exhaustive list, but it seems to contain most major clubs, including the four I mentioned above plus some others like Hibs, Rennes and Bordeaux)
