That's stating in the main the bleeding obvious. I would say Vegas is in the area of California, Nevada is just next door. Perhaps the brilliant brb was being too subtleA bit of a confused post SD ... IP addresses can appear to indicate a user of a communication device is in a particular part of the world or country region ... but there are many, varied, reasons why that is a flawed presumption ... several have been alluded to on here if you really want to go and look.
The point behind the Las Vegas bit is that HIAG was desperately asking brb to confirm that postings that his HIAG account had made over a particular period of time that 'appeared' to come from the California region were tangible proof that he was in Las Vegas at the time ... the problem there, somewhat amusingly, is that Las Vegas is in Nevada, not California ... so brb could not possibly support HIAGs contention ... at best all he could do, and which he did, was to confirm that the poster 'appeared' to be in California ... in reality you could, if you had a mind to, and with a little help from Google, make your location appear to be just about anywhere in the world ... although if you are trying to blag someone with it, it helps to have a basic geographical knowledge of the country / region you are purporting to be in ...
As to whether brb has reproduced part of a PM or that was merely part of what HIAG had posted publicly on the thread during something of a meltdown is unclear ... but if it is a PM, keep in mind it is prefaced with HIAGs request for brb to:

If you recall though, I was also the first to jump on HIAG and Sky when their Leicester bashing became a little too obsessive. But then they were more targetting a club rather than an individual.
