If he doesn't have majority shares he is not in control, he may however be being given a chance to make decisions to see how he does.

Where is the ambition? Even if you just say Everton were incompetent in getting things done in the transfer window, even the links weren't ambitious.

If you must know, the 49.9% arrangement with the remaining majors shareholders 25.1% to follow, was because of the securitised deal on Goodison, which has a caveat that says the club can't change hands without the full satisfaction of the loan.

This has been left with the remaining shares contractually agreed to be sold once certain caveats have been met, these are private but the contract that describes the share agreement isn't

If you're suggesting that Moshiri won't pass a fit and proper persons test then say so, and I'll forward it to him, and he'll no doubt pass it on to his legal team <ok>
