Rather depends who you talk to. H&S practitioners I know certainly say differently and some suggest that the changes would have been stronger if they'd been written just for the uk, rather than a version to accommodate the EU.

If you look at the history, you could also see that it wasn't the labour good, tories bad argument some seem to be proposing.

 

I wonder if Boris Johnson is regretting leaving Cameron's side following his return from the renegotiation efforts at the EU. Had he stayed in the Remain camp he would've been the next PM whichever way the result went.

You're missing how these things come about. In your version, it's the dictatorial EU that decide, which is not the reality.

The facts are that EU lead H&S legislation has made for safer working environments in this country, and helped reduce deaths in the workplace by 2/3rds in the last 24 years.
