It's not 14% of the attendance - it's 14% of the concessions. They could easily have a turnstile for concessions or link the turnstiles to CCTV and know who's cheating.
So he does state 14% of all tickets sales are fraudulent, rather then just concessions. That certainly needs clarification and it still begs the question - how does the club know with any certainty what the figure is ? And the masterstroke of making the transition easier for youngsters with concession prices to full adult prices (by having no concessions !) is probably the worst commercial mistake this club has ever made. However, and this is the most worrying aspect, it may be 10-15 years before this is apparent.
You could probably get volunteers to do it for free - just offer them the second half to watch and pint.
They can't know with any certainty, they're making an educated guess, then no doubt rounding it up a bit.
They might have guessed at 10% and then thought: "That looks like a guess so lets go for 14.95%" Then they thought that looked a bit silly.
Peter, I seem to remember going with my dad in the early to mid 1950's and there being a turnstile, this may not be PC, for boys. What could be simpler than having a turnstile for each stand for concessions?

I didn't start going until about 10 years later but I think I had to go through a child turnstile for the first few matches before I got a season ticket. People used to be clever in those days!
