As far as everyone knew he was still in Afghanistan, no? Nobody said they needed to claim to have killed him "early on", they could have said he was still there until the day he was killed by the Seals.

There is no doubt he was killed in pakistan in that raid, just there is a different story from his wife and witnesses from there.
