Last season hazard was by far the better of the two winning awards along the way. Although dismal so far this season but his form loss does have mitigating circumstances but hey not like you to take your usual blinkered view.
Well he wasn't by far the better of the two at all but if the question was 'who had a great last season' rather than looking at which has been great for the last three at least, you'd just about have a point. Bale scored 17 last season, below par for him but still not too shabby. Just the 12 from 16 games this season and over 100 club career goals along with carrying his country to the Euros.
What are the mitigating circumstances?

That's not actually a fact although I've acknowledged already Hazard had a very good season while Bale's was below his usual level. All my point was was that that is one season- not even the current season- but it seems to be the only thing important in determining who is a better player to you. What about every other season? Has Bale not done enough in carrying Spurs, winning a Champions League with Madrid or carrying Wales to even get close to a guy who scores 1 in 4 including penalties and still hasn't scored this season in the middle of January?
