    A dog owner is fined £2,000 and becomes the first in Britain to be prosecuted for using an electric shock collar, after they are outlawed in Wales.

    Bloody outrageous, if you own a pet then you should be allowed to use whatever you like to control it. <ok>

    I think £2000 is a bit steep but I'm sure there are friendlier methods to control your pets.
