Yeah, he never got back to them by the agreed time so they withdrew the offer. That's the way to do it, don't chase, them if they cant be bothered move on.
Not really, he might have asked for £xx/week and they offered £xz so he said let me think about it. If he never got back to them hoping they would raise the offer it just backfired. Bad gamble but not as unprofessional as some.
