The rumour seems to be firming up: "The Spanish website SPORT.es, as well as other local papers, claim the two clubs have already reached an agreement for the player just over €2. It’s widely reported that the striker hasn’t travelled today to a training camp with his club, opting for England to finalise a deal instead. The rumour has been given further credibility as Ed Malyon, Deputy Sports Editor at The Mirror, confirmed City’s interest in the striker."
A Spaniard I work with had this to say: "He's pretty good. Not the best in the team, but Celta has greatly overperformed lately. Also, he scored 11 goals despite the squad's serious problems to score. He had a good season. His age might be the biggest drawback but he could still have some good years ahead of him."
Bit more courtesy of a Celta fan: "He's a nice honest guy, a solid and hard working striker. Won't amaze you with finesse or speed but will work his ass off the whole game. He'll be missed over here, but he's a bit of a limited player."
A bit more colour from the Celta fan when I asked if it seemed like he was on his way: "Yeah, it has been a weird last couple of days. He just arrived last season and performed reasonably well, but now it seems that we want to offload him. Apparently he had an offer from a club in Dubai, and now the Norwich offer comes through. A bit strange."

Looks a goer. Shame we couldn't get Gudietti instead, I think he's a great player who has struggled because of Man City's wealth of riches up front. Had a decent season in Scotland and was great for the Swedes!.
Good personal insights from your Spanish friend JK. The Spanish article suggests that it was Larrivey who let his contract run down so he could leave. At least something seems to be happening at last.
