Chelsea have slightly over-performed
Man City have significanly under-performed
Arsenal are about par
Man Utd have under-performed
Liverpool are about par
Tottenham are about par
Southampton have significantly over-performed
Everton have massively under-performed

This is where stats and figures can tell show what you want them to show.
You are not looking at recent expenditure and expectations based on them. There is no way that any objective assessment will find our club under Rodgers this year was about par.

Based on last position (2nd) and recent expenditure (£60m), We have underperformed. Man City and Man United have too.
