I don't think so. Ireland have beaten the WI and look competitive. If Zimbabwe and others are running them close, it suggests the minnows are not that far away. And a football World Cup wouldn't be inclusive without Australia or Costa Rica or other teams capable of causing upsets. If the competition was just a contest between the top eight or even twelve, it would lose a lot.
