Struggling Rangers are at Goodison Park tomorrow night hoping to cash in on their win over Burnley last week.
And Redknapp knows his side will need to be at their best to combat the impressive Barkley, 21.
He said: âHeâs fantastic, top class and, for me, one the most exciting players in the Premier League.
âHe has everything â great ability, good physique, strong, runs with the ball. He is a top young player.
âDavid Moyes did a great job there with him and Roberto Martinez is doing the same.â
Everton were comfortable 4-0 winners when the two sides met at Goodison in the FA Cup Third Round last January and Redknapp said: âIt is always a difficult place togobutweâvegottofinda way of going there and start picking up some points.
âYou canât keep relying on your home form because some of the fixtures in the second half of the season are very difficult at home.â

The Toffees will undoubtedly field a stronger line-up than the young side which took to the field against Krasnodar in their 1-0 Europa League defeat on Thursday night, when four teenagers made their debut.
One player who will definitely not feature in the QPR side â or squad â is Taarabt, 25.
The midfielder is a player Redknapp admires but the Râs boss admits to being totally frustrated with the Moroccan.
He said: âOnly he can get himself fit and ready to play. You can take a horse to water â but how far away is the water?
âI want Adel to get fit and start playing football. We need him fit and playing. Iâve told him that if he is fit, heâs back in he squad.
âHe has had injuries pretty much since the start of the year â but donât ask me how you get injuries when you donât train and you donât play.â
Redknapp hopes to add several new faces to his squad during the January transfer window but he knows it will not be easy to compete in the market, with the club relying on home gates of just 17,000.
He said: âWeâre not talking about spending massive amounts of money. Maybe we can get a couple of loans in.
âYouâre only allowed 25 players whatever you do, so if a couple come in we will have to let a couple out.
âThe Premier League is not a level playing field and it never will be.
âThere are probably seven teams up there at the top, then everybody else has to get on with it.âWhen some clubs can spend £40million and pay incredible wages thatâs the way it is. We just have to get on with it.
âItâs not that on any given day you canât beat those teams â you can.
âWe nearly beat Manchester City and were better than Liverpool on the day.
âThat is what makes it such a good league.â
