Yes underage folk will always get into bars/clubs but it's usually certain places where you know are very lax when it comes to letting folk in.
The thing is, if you were a teacher you should be able to tell the difference talking to a 15 year old than an over 18 year old.

With make up, hair straightners and 'boob boosters' you would be hard pushed these days to tell the difference between someone at 15 and someone at 23. They all look like Bratz dolls when they are out. It is down to the parents to keep tabs on their children and what they wear and where they are. My daughter will certainly not be out at some nightclub done up like a tart when she is 15 I can assure you.

Havent really thought about 'should have been able to tell' as an ex teacher i think 5th year girls can easily pass off as 18 if not older. They are usually quite mature and sensible at that age unlike their male counterparts
