You have clearly taken what Spiers was saying out of context - it is rather obvious he is meaning that on occasions when these songs are not being sung rangers supporters are hoping they will be in order to embarrass Celtic or get them in bother with the authorities. He is patently not saying they dont sing those songs. But you already knew that.
